In order to access the protected (not public) Vote-by-Mail data in webElect, we must first verify you meet the legal requirements or that you have been granted access to it by the county SOE or state DOE. Any of the following can be used for verification.
- Correspondence from DOE/SOE that shows the individual requesting access has been granted access by the agency.
- To be a registered and opposed candidate in an election for which the qualifying date has passed (provide URL to DOE/SOE filing web page of candidate).
- An officer of an active committee registered with the state (provide url to DOE filing web page of committee).

A signed letter from an individual meeting requirements 1, 2, or 3 stating access is to be granted to the requesting individual.
The signed letter option can also be submitted in the form of an email, as long as the sender's email can be verified (ie, if the candidate is sending the email, it must be sent from the address that they show on the filing papers with the SOE/DOE). An example template for a candidate is shown below:
"I,
[candidates name]
, am a qualified and opposed candidate in an upcoming election and I authorize
[webElect VBM requestors name and email address]
to access the VBM data in webElect on my behalf."
Options 1 and 4 should be emailed to support@webelect.net.
Options 2 and 3 can be completed via the website dashboard by an Admin level user under:
Main Menu » Administration » Settings » VBM Ballot Access
